O DIREITO URBANO COMO AGENTE DE MUDANÇA SOCIAL: UMA ANÁLISE CRÍTICA DA GOVERNANÇA E DOS INDICADORES DA AGENDA 2030 NO BRASIL

A urbanização, impulsionada por múltiplos processos sociais, econômicos e ambientais, é uma das maiores transformações sociais dos tempos modernos. Desde que as pessoas começaram a se organizar em agrupamentos e povoados, maneiras mais eficientes de se viver em sociedade e a interação do homem com a natureza têm sido objeto de estudo pelos mais diversos cientistas, das mais diversas áreas. A presente pesquisa tem por objetivo elucidar os possíveis caminhos em busca da sustentabilidade das cidades com base na Agenda 2030 da ONU. O método utilizado foi uma revisão de literatura com definição de perguntas-chave. Como resultados e conclusão, foi possível desvendar a importância das cidades para a implementação do desenvolvimento sustentável. Foi possível mapear a distância que existe entre os indicadores propostos pela Agenda 2030 da ONU e sua real aplicação e efetivação, tendo em vista que muitos municípios não são capazes de propor ações mínimas que se voltem para a sustentabilidade urbana. Por fim, percebeu-se que as realidades das cidades brasileiras ainda são muito diferentes umas das outras, e, portanto, ainda existe um grande desafio para implementação e construção de cidades verdadeiramente sustentáveis, o que depende de uma gestão adequada que esteja voltada à inovação social.
